Scope and Content
The series contains files from the ICTY "Rules of the Road" scheme in place between 1996 and 2004. Established under the Rome Agreement of 18 February 1996, the scheme regulated the arrest and indictment of alleged perpetrators of war crimes by national authorities. The ICTY Office of the Prosecutor provided an independent review of all local war crimes cases and advised local prosecutors whether or not they had enough evidence to proceed.
